Autogobierno (Home Rule) : En 1970, la Asamblea General del estado de Illinois afirmo la reformada constitución del estado y en cual incluyo el uso de la autoridad de “autogobierno” para municipalidades con habitantes arriba de 25,000 personas. Hicieron esto sabiendo que sería difícil legislarlas ya que algunas municipalidades son urbanas, rurales, algunas tienen más de 30,000 habitantes, o igual otras con habitantes arriba de 2.7 millones.  Nosotros somos la ciudad más grande en Illinois sin “autogobierno.” Creemos que los altos impuestos de propiedad, el alto crimen violento por capital, y ser conocidos como una comunidad miserable no es donde queremos estar. El autogobierno sería una herramienta más cual podríamos usar para mejorar nuestra ciudad. الحكم الذاتي في العام 1970 قامت الجمعية العامة لولاية الينوي بتمرير قرار دستوري  يتضمن اعطاء حكم ذاتي للبلديات ذات الكثافة السكانية التي تتجاوز 25000 نسمة وقد أتخذ هذا القرارلأنهم كانوا على دراية بعدم مقدرتهم على القيام بالتشريع لجميع البلديات ,لأن البعض منها يعد حضريا والآخر يعد ريفيا ,اذ ان بعض البلديات يحتوي كثافة سكانية تصل الى 30000 نسمة ويعضها تصل الى 2.7 مليون نسمة   تعد روكفورد من  المدن الكبيرة في ولاية الينوي دون حكم ذاتي ونظرا للظروف السيئة التي تمر بها مدينتنا من ارتفاع ضريبة الملكية وارتفاع مستوى الجريمة والحالة الاجتماعية المتردية للمدينة .فأننا نعتقد بأن الحكم الذاتي من الحلول التي ستجعل مدينتنا أكثر ازدهارا   العملية ببساطة كالتالي البلديات غير الخاضعة للحكم الذاتي لا يمكنها ان تفعل اي شيء ماعدا الذي يسمح به مشرعوا الولاية في حين البلديات الخاضعة للحكم الذاتي يمكنها تقريبا ان تنفذ وتطبق اي شيء يخصها دون المساس بالصلاحيات المحضورة الخاصة بالجمعية العامة لولاية الينوي ,ونعتقد ان المجتمعات ذات الحكم الذاتي تنفرد بمساحة أوسع للتحكم بامورها المحلية وادارة مقدراتها

Home Rule: In 1970 The Illinois General Assembly passed their updated constitution and it included home rule authority for municipalities over 25,000 in population. They did this because they knew they could not legislate broadly for all municipalities because some municipalities are urban, other rural, some have a population of 30,000 and others have a population of 2.7M.
